Virginia’s Literacy Act Prioritizes the Science of Reading -  And Whole Phonics is Ready to Help

Virginia is taking a bold step forward in strengthening literacy instruction statewide. With the full implementation of the Virginia Literacy Act (VLA), the Commonwealth now mandates explicit, systematic, and evidence-based literacy instruction for students in kindergarten through eighth grade.

This movement marks a vital shift toward practices grounded in decades of research. By moving away from methods that rely on "guessing" or "three-cueing," Virginia is ensuring every student receives structured instruction that builds confident, capable readers.

Research consistently shows that explicit phonics instruction is the most effective way to help students decode words, build fluency, and deepen comprehension - skills essential for lifelong success. Under the VLA, the science of reading isn't just a recommendation; it is the standard for all instructional materials.

Whole Phonics: Approved for Supplemental & Intervention Use

We have even better news: Reading Ready for Whole Phonics™ is officially recognized on the VDOE Intervention & Supplemental Instructional Program Guide.

As school divisions across the Commonwealth finalize their literacy plans, they can confidently choose Whole Phonics for the following approved categories:

  • Supplemental Instruction: Ideal for reinforcing foundational skills alongside a core curriculum.

  • Tier 2 and Tier 3 Intervention: Rigorously vetted to support students who need targeted, intensive practice to reach grade-level benchmarks.

  • Phonics Focus: Specifically approved for Phonics in Grade 1, with materials (Level One) also supporting Kindergarten and Grade 2 fluency and foundational skills.

Note: Whole Phonics is listed as an approved resource to help students who persistently struggle to master literacy skills, providing the systematic, explicit instruction required by the VLA.
